The Political Declaration, adopted in 2006 by the European Union, Iceland, Norway and Russia, presents the basis for practical implementation of the Northern Dimension Policy.
The Northern Dimension Policy Framework Document, originally adopted by the EU, Iceland, Norway and Russia in 2006, describes the joint platform for promoting dialogue and concrete cooperation as well as strengthening stability and promoting economic integration, competitiveness and sustainable development in Northern Europe.
In 2011, the NDPHS member countries, ratified in the present document, established the NDPHS Secretariat as an international legal entity with its seat in Stockholm, Sweden.
The Host Country Agreement between the Government of Sweden and the NDPHS Secretariat details the immunities and privileges of the Secretariat and its staff.
The Steering Group (SG) consists of the NDPHS CSR representatives of the national or regional governments of EUSBSR Member States. These Rules of Procedure (RoP) apply to all meetings of the SG.
The SG provides strategic guidance to the Policy Area Health, holds policy discussions and identifies keyways to achieve the EUSBSR Objectives through different means of actions and determine how to best implement the required solutions.

The Manifesto “Connecting minds across the ages” commits the NDPHS to supporting the UN Decade of Healthy Ageing 2021-2030 and details the objectives for improving the health and wellbeing of the ageing populations.
The Prison Health Declaration presents the commitments that the NDPHS has made to work towards ensuring the same standard of health care that are available in the community and providing access to necessary healthcare services to prisoners without discrimination.
The NDPHS Declaration on Alcohol Policy details the regional challenges caused by harmful alcohol use and presents actions to address them within the Partnership.
The NDPHS Declaration on Antimicrobial Resistance acknowledges that AMR in micro-organisms is an increasing global health problem and a challenge to our societies. It presents the Partnership’s commitments for work to address the public health threats caused by AMR.
The NDPHS Statement on HIV/AIDS and tuberculosis renews the Partners’ commitment to develop and support effective country and regional responses to further improve the current HIV and tuberculosis situations and reduce their impacts on human lives, economy and society.
The Strategy on Health at Work acknowledges that healthy working-aged population with adequate social protection is the most critical factor behind the social and economic development of enterprises, communities and nations. The Strategy includes actions that the Partnership Annual Conference recommended taking in 2008-2011.
