Introduction
In accordance with the Declaration concerning the establishment of a NDPHS (the Oslo Declaration), “eligible partners will be the Founding partners, EU Member States and Northern Dimension Partner Countries, the European Commission and other relevant EU Institutions, regional co-operation bodies, international organisations and financing institutions. Eligible participants are interested sub-national administrative entities in the Northern Dimension area. Other countries or organisations associated with the Northern Dimension may become Partners or Participants of the Partnership in accordance with national legislation or statutes and through a procedure” which was subsequently adopted by the NDPHS Committee of Senior Representatives (cf. the Rules of procedure for approval of new NDPHS Partners and Participants).
The Oslo Declaration also stipulates that "other interested parties, such as relevant non-governmental organisations and private sector entities may participate in the funding and/or the implementation of activities within the framework of the Partnership, and may be invited to Partnership meetings in the capacity of observers or guests."
Chair and Co-Chair
The Partnership Annual Conference elects a Chair and a Co-Chair from among its member governments to lead the Partnership for a period of two years. The Chair represents the NDPHS and besides other tasks, maintains regular contacts with the NDPHS Partners as well as other stakeholders in the Northern Dimension area. Sweden and Lithuania are the Chair and Co-Chair countries, respectively.
