The Northern Dimension Partnership of the Happiest States! Finland ranked the world’s happiest country with other Nordic countries following among the 10 most cheerful on Earth

The World Happiness Report focuses on the happiness of people at different stages of life. In most countries, life satisfaction drops gradually from childhood through adolescence and into adulthood, supporting the well-being of an aging global population is one of the keys to a good quality of life. Both social support and loneliness also affect happiness, with social support usually having a larger effect. According to Jennifer De Paola, a happiness researcher at the University of Helsinki in Finland, Finns’ close connection to nature and healthy work-life balance were key contributors to their life satisfaction, combined with a strong welfare society, trust in state authorities, low levels of corruption and free healthcare and education.

The report’s research suggests that policies designed to increase well-being may lower dementia risk, resulting in a happier and healthier older adult population. Policies that enable equitable access to well-being and health-enhancing activities may be especially beneficial, such as those that increase equitable access to education, safe public spaces for physical and social activity, health screenings, and affordable and effective health care.

The NDPHS ongoing projects Mental Health Matters, Arts On Prescription, Solutions for Age-Friendly Employer (SAFE), and advocacy of the Economy of Wellbeing concept, carried out under the PA Health coordination for the EU Strategy for the Baltic Sea Region are actively enhancing the wellbeing of people in our partner countries. All these initiatives are making their small contribution to making the region one of the happiest in the World.

PA Health at the EU Strategy for the Baltic Sea Region Annual Forum

From Preparedness to Recovery: Rethinking Workforce Resilience in Times of Crisis
The EPIC – ‘Effectively Prepared in Crisis’ project brought together new and longstanding colleagues at TalTech – Tallinn University of Technology. Periods of acute crisis and emergencies, place exceptional demands on organizations, the systems that support work and emplyees. Together we identified what organisational factors play a key role in supporting employees’ work ability before, during and after crisis. This workshop kicks off a series of sessions using expert input and group exercises. Insights gathered will guide future EPIC activities and work within the OSH Expert Group and NDPHS.

Age-Friendly by Design: Why Employers Need SAFE Solutions
In January, the “Solutions for Age-Friendly Employer” (SAFE) project held a comprehensive training program in Estonia. The event brought together representatives from eleven organisations involved in the SAFE piloting process, including hospitals, care homes, and providers of rehabilitation, long-term care, and social services. The training marked an important step in supporting participating institutions as they implement and test the project’s solutions in practice.

ArtWell Net Launches in Stockholm: Strengthening links between culture and health
Held in December, 2025 at the NDPHS Secretariat, the event marked the beginning of an effort to address growing mental health challenges through non-medical, culture-based interventions. The launch comes at a critical time. Public health systems are under increasing strain, and while arts-based interventions are recognized as effective for managing mild to moderate mental health issues, many countries lack systematic integration of these approaches into their public health systems. The ArtWell Net partnership aims to close this gap.

Response to Recent Reports Regarding Estonia’s Participation in the NDPHS
To address the recent media reports regarding Estonia’s withdrawal from the NDPHS Secretariat, the following statement corrects some facts and provides essential context on the organization’s current operations and its value to the region. We fully share the position of condemning Russia's aggression against Ukraine. The NDPHS terminated all cooperation with Russia in early 2022 and has focused its activities on solidarity and support for Ukraine. Our strategic goal is to preserve and value a functional Nordic-Baltic Sea partnership built on inclusiveness, equality, trust, and shared agenda-setting.

NDPHS Partnership Annual Conference Showcases Its Impact and Marks the Transition of Chairship from Lithuania to Norway
The 17th Partnership Annual Conference was held on 14 November 2025 at the National Library of Lithuania in Vilnius. The event gathered high-level policy makers from the Partner Countries and Partner Organisations, as well as leaders of the NDPHS Expert Groups. As Lithuania handed over the NDPHS Chairship to Norway, the meeting highlighted the Partnership's progress, introduced new initiatives, and outlined a forward-looking path.
