NDPHS congratulates Finland for becoming a NATO member

4 April 2023 marked a historic day for one of the NDPHS Partner Countries. The blue cross flag was raised at the NATO headquarters in Brussels, Belgium, accompanied by an orchestra majestically playing Our Land, the Finnish national anthem. Finland had just become the 31st member of the Northern Atlantic Treaty Organisation.

 

From complete political and military impartiality during the Cold War, Finland has gone through a long journey to evolve from the neutrality identity of the past. The membership in the European Union in 1995 de facto brought political neutrality to an end. Yet, military non-alignment remained, turning to ‘non-membership in a military alliance’ in rhetoric in the 2000s, and, finally, leading to filing of an application for NATO accession in 2022. In the words of the Finnish President Sauli Niinistö, conveyed moments after the official accession, “The era of military non-alignment in our history has come to an end. A new era begins.”

The Russian war in Ukraine has unsettled the security situation, not least in the Baltic Sea Region. The geopolitical world order of the post-Cold War era is shaken and brought to question through inhumane means. The ghosts of the past are haunting, bringing fear of repeated history. Yet, in the face of adversary, the countries in the Nordic and the Baltic Sea Region stand more united and closer together than ever before. As the latest NATO member, Finland joined seven of the other NDPHS Partner Countries in the Alliance, with Sweden waiting for final ratifications.

As Sauli Niinistö reiterated in Brussels upon the Finnish accession, security and stability are the basic elements of happy lives. Security, safety and stability therefore directly impacts people’s mental health, wellbeing, and resilience. We at the NDPHS acknowledge that health and well-being outcomes are impacted by a plethora of factors that lie outside of the healthcare sector – from social, economic and ecological dimensions to safety and security. As the Policy Area “Health” Coordinator of the EU Strategy for the Baltic Sea Region, we seek to work across sectors to promote the Health in All Policies approach and advocate for the economy of wellbeing.

This year, we celebrate the 20th anniversary of the NDPHS. Over the years, Finland has been a valuable partner. In 1999, Finland played an important role in establishing the Northern Dimension Policy Framework, hosting a Ministerial Conference on the Northern Dimension during its EU Presidency and inviting the European Commission to prepare a Northern Dimension Action Plan. Today, Finland chairs two of the NDPHS Expert Groups and actively contributes to the Partnership’s work.

We congratulate our dear Partner as their new era as a NATO member begins.

Based on a master's thesis and a review of international studies, the research identifies six key factors that help retain experienced nurses in the workforce: supporting physical work ability, flexible scheduling, mental resilience, a supportive work environment, recognition and role renewal, and continuous professional development. The findings reinforce SAFE's mission to create age-friendly workplaces that enable longer, healthier, and more sustainable careers.

Policy Area Health of the EU Strategy for the Baltic Sea Region (EUSBSR) together with the Estonian Mental Health Coalition (VATEK), organised the Arts on Prescription (AoP) Estonian National Transfer Webinar bringing together experts, policymakers, cultural practitioners, and health professionals to explore how arts and cultural participation can support mental health and well-being and to consider what it would take to bring Arts on Prescription to Estonia.

Resilience is built, not assumed: sustaining the health and care workforce under pressure
At the EUSBSR Annual Forum 2026 in Tallinn, where resilience was largely discussed in terms of security, defence, and infrastructure, the session organised by the Coordinator for Policy Area Health - NDPHS, focused on a more fundamental issue: the people who keep systems running. The session Caring for those who care for us brought attention to the health and social care workforce, not as a supporting element of resilience, but as its core condition.

NDPHS Chair Country Norway Becomes a Full Member of the EU Strategy for the Baltic Sea Region
Following the Council of the European Union’s welcome of Norway’s inclusion in the Strategy on 5 May 2026, the European Commission adopted a Communication formalising the inclusion on 18 May. In November 2025, Norway assumed the NDPHS Chairship, the Partnership especially warmly welcomes the country as a full member of the EU Strategy for the Baltic Sea Region, further strengthening regional cooperation and shared priorities.

Entrepreneurial success and employee health in harmony – advancing the Economy of Wellbeing in the Baltic Sea Region
“A healthy enterprise requires healthy workers” highlighted Dr. Anna-Kaisa Ikonen, Minister of Local and Regional Government of Finland, at the 3rd Baltic Sea Business Day in Rostock. Her remarks set the tone for an event focused on finding the critical alignment between economic success and employee wellbeing. Policymakers and business leaders urged a cross-sector shift toward preventive health measures to combat rising sick leave and secure long-term productivity across the region.

Arts for Health and Well-being Network meets in Szczecin, Poland
ArtWell NET is an initiative financially supported by the Swedish Institute that brings together experts from the health and cultural sectors to promote the concept of ‘Arts on Prescription’. The 20–21 April event was organised in a hybrid format and brought together experts and practitioners, creating the conditions for the exchange of experiences and the development of cooperation in the Baltic Sea Region and Ukraine.
