Progress Towards Age-Friendly Workplaces: Insights from the SAFE Project

A particular focus of the Helsinki meeting was placed on the development of the self-assessment tool, a cornerstone of the SAFE digital platform. The self-assessment tool is a key instrument for organisations, enabling them to assess their current level of age-friendliness and receive targeted guidance and resources for improvement. Piloting will soon begin in the health and well-being sector to test the tool in real workplace settings in Estonia, Finland, and Sweden. Complementary interviews with employers will be carried out to gain additional insights into user experiences. Challenges remain—particularly balancing comprehensive data collection with user-friendliness—but the partners have already gathered insights and tools to help organisations make meaningful changes for employees of all ages.

The visual appearance and usability of the tool are being continuously developed in close collaboration with experts from Estonia and Finland. As part of this process, Project Manager Liisa Nuutinen and Senior Project Specialist Heini Maisala-McDonnell from Metropolia University of Applied Sciences presented the concept recently in Turku as the the Tree of Age-Friendliness, which forms the visual foundation of the tool. The tree illustrates different dimensions of age-friendliness – from roots (community and inclusion) to fruits (training and learning) – symbolising growth towards more sustainable and inclusive work communities.

In addition, a Delphi panel, led by the Golden League, will be conducted to gather expert feedback on pilot activities and refine the proposed solutions for age-friendly organisations followed by an outreach and awareness campaign.

Partners also agreed on plans to present the project and its developments at several established conferences in 2026, including:

  • EUSBAR Annual Forum (9–10 June, Tallinn)
  • European Public Health Conference (10–13 November, 2026)
  • Estonia’s Annual Health Promotion Conference

Together, the partners are advancing toward one shared goal: Ensuring that age equality becomes the standard in workplaces, allowing the aim of age-friendliness to grow stronger across the Baltic region and beyond.

 

Project partners:

The “Solutions for Age-Friendly Employer (SAFE)” project joins four partners from Estonia, Finland, and Sweden. The cooperation aims to strengthen and improve employment opportunities for employees aged 55+ specifically focusing on the health and wellness sectors. The project is financed by the European Regional Development Fund through Interreg Central Baltic 2021-2027.

The 30th Meeting of the NDPHS Alcohol and Substance Use Expert Group (ASA EG) was held in Tallinn, Estonia, on 17–18 June 2026. Experts from the Baltic Sea Region, together with representatives from WHO Europe, the Nordic Welfare Centre, NordAN, Movendi International and the NDPHS Secretariat, discussed alcohol policy, tobacco control, nicotine products, drug policy, prevention and regional public health cooperation.

Research Backs the SAFE Approach: Six Ways to Keep Experienced Nurses in Work
Based on a master's thesis and a review of international studies, the research identifies six key factors that help retain experienced nurses in the workforce: supporting physical work ability, flexible scheduling, mental resilience, a supportive work environment, recognition and role renewal, and continuous professional development. The findings reinforce SAFE's mission to create age-friendly workplaces that enable longer, healthier, and more sustainable careers.

Can Arts Improve Mental Health? Baltic Sea Region Experts Showcase Creative Solutions for Well-being
Policy Area Health of the EU Strategy for the Baltic Sea Region (EUSBSR) together with the Estonian Mental Health Coalition (VATEK), organised the Arts on Prescription (AoP) Estonian National Transfer Webinar bringing together experts, policymakers, cultural practitioners, and health professionals to explore how arts and cultural participation can support mental health and well-being and to consider what it would take to bring Arts on Prescription to Estonia.

Resilience is built, not assumed: sustaining the health and care workforce under pressure
At the EUSBSR Annual Forum 2026 in Tallinn, where resilience was largely discussed in terms of security, defence, and infrastructure, the session organised by the Coordinator for Policy Area Health - NDPHS, focused on a more fundamental issue: the people who keep systems running. The session Caring for those who care for us brought attention to the health and social care workforce, not as a supporting element of resilience, but as its core condition.

NDPHS Chair Country Norway Becomes a Full Member of the EU Strategy for the Baltic Sea Region
Following the Council of the European Union’s welcome of Norway’s inclusion in the Strategy on 5 May 2026, the European Commission adopted a Communication formalising the inclusion on 18 May. In November 2025, Norway assumed the NDPHS Chairship, the Partnership especially warmly welcomes the country as a full member of the EU Strategy for the Baltic Sea Region, further strengthening regional cooperation and shared priorities.

Entrepreneurial success and employee health in harmony – advancing the Economy of Wellbeing in the Baltic Sea Region
“A healthy enterprise requires healthy workers” highlighted Dr. Anna-Kaisa Ikonen, Minister of Local and Regional Government of Finland, at the 3rd Baltic Sea Business Day in Rostock. Her remarks set the tone for an event focused on finding the critical alignment between economic success and employee wellbeing. Policymakers and business leaders urged a cross-sector shift toward preventive health measures to combat rising sick leave and secure long-term productivity across the region.

Arts for Health and Well-being Network meets in Szczecin, Poland
ArtWell NET is an initiative financially supported by the Swedish Institute that brings together experts from the health and cultural sectors to promote the concept of ‘Arts on Prescription’. The 20–21 April event was organised in a hybrid format and brought together experts and practitioners, creating the conditions for the exchange of experiences and the development of cooperation in the Baltic Sea Region and Ukraine.
