PA Health in the EUSBSR Annual Forum 2025

Across the Baltic Sea Region, mental health challenges are quietly but steadily eroding the well-being of people and the resilience of our economies. Even before the COVID-19 pandemic and the war in Ukraine, nearly half of all lost working days were linked to work-related stress. The implications reach far beyond individual well-being, yet in workplaces the challenge is too often the “elephant in the room.” The NDPHS as a PA Health Coordinator of the EU Strategy for the Baltic Sea Region parallel session When Yoga Session Is Not Enough. How To Sustainably Promote Mental Well-being At Work? aims to raise awareness about the importance of mental health at work, with a special focus on the unique challenges faced by small and medium sized businesses (SMEs). SMEs are the backbone of the regional economy — but they often lack the resources or structures to effectively address psychosocial risks. In close-knit workplaces, phrases like “We’re like a family here” may suggest solidarity, but can also mask unhealthy work-life boundaries, constant availability, and unaddressed emotional challenges. This 90-minute interactive session will explore how to foster mentally healthy, resilient, and sustainable work environments. It will spotlight innovative approaches for promoting mental well-being at work and preventing psychosocial risks, with a focus on cross-sectoral and transnational collaboration.

Participants will gain insights from experts, engage in open discussion, and explore practical solutions — including a demonstration of the First Aid Kit, a new online tool designed to support managers and colleagues in identifying and responding to mental health challenges in the workplace. The First Aid Kit is just one of the support resources designed during the Interreg BSR funded MentalHealthMatters project aimed to propose measures to address psychosocial risks in workplaces. A recently published MENTAL HEALTH AT WORK: Overview of definitions, regulations & further guidance document provides an overview of the national work on psychosocial work environments in Estonia, Finland, Latvia, Lithuania, Norway, Poland, and Sweden. While the MENTAL HEALTH AT WORK: Discussion Document on Policy Options presents country-specific recommendations that address national challenges that impact the mental health.

Workplace mental health should not be a hidden issue — it’s a growing challenge with real economic and human consequences. On October 30 together with the field experts, the PA Health session will blend evidence-based insight with practical guidance and highlight the value of collaboration across the Baltic Sea Region and an entire European Union to foster healthy workplaces.

The 30th Meeting of the NDPHS Alcohol and Substance Use Expert Group (ASA EG) was held in Tallinn, Estonia, on 17–18 June 2026. Experts from the Baltic Sea Region, together with representatives from WHO Europe, the Nordic Welfare Centre, NordAN, Movendi International and the NDPHS Secretariat, discussed alcohol policy, tobacco control, nicotine products, drug policy, prevention and regional public health cooperation.

Research Backs the SAFE Approach: Six Ways to Keep Experienced Nurses in Work
Based on a master's thesis and a review of international studies, the research identifies six key factors that help retain experienced nurses in the workforce: supporting physical work ability, flexible scheduling, mental resilience, a supportive work environment, recognition and role renewal, and continuous professional development. The findings reinforce SAFE's mission to create age-friendly workplaces that enable longer, healthier, and more sustainable careers.

Policy Area Health of the EU Strategy for the Baltic Sea Region (EUSBSR) together with the Estonian Mental Health Coalition (VATEK), organised the Arts on Prescription (AoP) Estonian National Transfer Webinar bringing together experts, policymakers, cultural practitioners, and health professionals to explore how arts and cultural participation can support mental health and well-being and to consider what it would take to bring Arts on Prescription to Estonia.

Resilience is built, not assumed: sustaining the health and care workforce under pressure
At the EUSBSR Annual Forum 2026 in Tallinn, where resilience was largely discussed in terms of security, defence, and infrastructure, the session organised by the Coordinator for Policy Area Health - NDPHS, focused on a more fundamental issue: the people who keep systems running. The session Caring for those who care for us brought attention to the health and social care workforce, not as a supporting element of resilience, but as its core condition.

NDPHS Chair Country Norway Becomes a Full Member of the EU Strategy for the Baltic Sea Region
Following the Council of the European Union’s welcome of Norway’s inclusion in the Strategy on 5 May 2026, the European Commission adopted a Communication formalising the inclusion on 18 May. In November 2025, Norway assumed the NDPHS Chairship, the Partnership especially warmly welcomes the country as a full member of the EU Strategy for the Baltic Sea Region, further strengthening regional cooperation and shared priorities.

Entrepreneurial success and employee health in harmony – advancing the Economy of Wellbeing in the Baltic Sea Region
“A healthy enterprise requires healthy workers” highlighted Dr. Anna-Kaisa Ikonen, Minister of Local and Regional Government of Finland, at the 3rd Baltic Sea Business Day in Rostock. Her remarks set the tone for an event focused on finding the critical alignment between economic success and employee wellbeing. Policymakers and business leaders urged a cross-sector shift toward preventive health measures to combat rising sick leave and secure long-term productivity across the region.

Arts for Health and Well-being Network meets in Szczecin, Poland
ArtWell NET is an initiative financially supported by the Swedish Institute that brings together experts from the health and cultural sectors to promote the concept of ‘Arts on Prescription’. The 20–21 April event was organised in a hybrid format and brought together experts and practitioners, creating the conditions for the exchange of experiences and the development of cooperation in the Baltic Sea Region and Ukraine.
