Policy Area Health in the EUSBSR Annual Forum 2023

The forum consisted of a series of events, including Policy Area Workshops and the ever-so-important possibilities for networking. Close to six hundred people from twenty countries had registered for the forum, showing the wide interest and support the Strategy holds. The official programme included the joint PA Health (coordinated by the NDPHS Secretariat) and PA Education (coordinated by Association Norden Sweden) workshop with keynotes and discussions revolving around the Economy of Well-being concept and initiatives in the region.

During the workshop, Mr. Pasi Korhonen, Director of EU and International Affairs, Ministry of Social Affairs and Health (Finland) presented an overview of a Wellbeing Economy model which was introduced at the EU level by Finland in 2019. Mr. Korhonen highlighted the benefits of investments in well-being policies and welfare structures. Effective and efficient policy measures on gender equality, education, health promotion and disease prevention, social inclusion, and occupational health and safety were listed to have a significant macroeconomic and microeconomic impact. Important steps in better advocating for the Economy of Well-being will be to gather more data, set indicators, and bring the concept to the global agenda in the UN Social Summit 2025.

The second keynote speaker of the workshop, Ms. Inese Stepina, Deputy Director General, Adviser on EU and International Affairs, Employers’ Confederation of Latvia, introduced the participants to strategic health in all policies approach for active and healthy ageing and presented factors that determine well-being. Ms.Stepina emphasized that well-being refers to a person’s general condition of both – mental and physical health, which are then linked to job satisfaction, engagement, sense of purpose, and intention to stay in the company and contribute to its success. In a region where the number of workers of pre-retirement and retirement age is increasing and the number of young people entering the labor market is decreasing, well-being, quality health care, and appropriate work regimes are of utmost importance.

The workshop was concluded with group discussions where participants shared their thoughts on the topics starting from how they perceive healthy ageing and sustainable working life and what are the challenges of having a work-life balance, to how to find the right project partners, identify synergies and what does co-creation mean at the national and regional level. The discussion groups were facilitated by the “Economy of Well-being for People” (EWP) project partners and the outcomes will feed into the project development.

The 30th Meeting of the NDPHS Alcohol and Substance Use Expert Group (ASA EG) was held in Tallinn, Estonia, on 17–18 June 2026. Research Backs the SAFE Approach: Six Ways to Keep Experienced Nurses in Work
Based on a master's thesis and a review of international studies, the research identifies six key factors that help retain experienced nurses in the workforce: supporting physical work ability, flexible scheduling, mental resilience, a supportive work environment, recognition and role renewal, and continuous professional development. The findings reinforce SAFE's mission to create age-friendly workplaces that enable longer, healthier, and more sustainable careers.

Policy Area Health of the EU Strategy for the Baltic Sea Region (EUSBSR) together with the Estonian Mental Health Coalition (VATEK), organised the Arts on Prescription (AoP) Estonian National Transfer Webinar bringing together experts, policymakers, cultural practitioners, and health professionals to explore how arts and cultural participation can support mental health and well-being and to consider what it would take to bring Arts on Prescription to Estonia.

Resilience is built, not assumed: sustaining the health and care workforce under pressure
At the EUSBSR Annual Forum 2026 in Tallinn, where resilience was largely discussed in terms of security, defence, and infrastructure, the session organised by the Coordinator for Policy Area Health - NDPHS, focused on a more fundamental issue: the people who keep systems running. The session Caring for those who care for us brought attention to the health and social care workforce, not as a supporting element of resilience, but as its core condition.

NDPHS Chair Country Norway Becomes a Full Member of the EU Strategy for the Baltic Sea Region
Following the Council of the European Union’s welcome of Norway’s inclusion in the Strategy on 5 May 2026, the European Commission adopted a Communication formalising the inclusion on 18 May. In November 2025, Norway assumed the NDPHS Chairship, the Partnership especially warmly welcomes the country as a full member of the EU Strategy for the Baltic Sea Region, further strengthening regional cooperation and shared priorities.

Entrepreneurial success and employee health in harmony – advancing the Economy of Wellbeing in the Baltic Sea Region
“A healthy enterprise requires healthy workers” highlighted Dr. Anna-Kaisa Ikonen, Minister of Local and Regional Government of Finland, at the 3rd Baltic Sea Business Day in Rostock. Her remarks set the tone for an event focused on finding the critical alignment between economic success and employee wellbeing. Policymakers and business leaders urged a cross-sector shift toward preventive health measures to combat rising sick leave and secure long-term productivity across the region.

Arts for Health and Well-being Network meets in Szczecin, Poland
ArtWell NET is an initiative financially supported by the Swedish Institute that brings together experts from the health and cultural sectors to promote the concept of ‘Arts on Prescription’. The 20–21 April event was organised in a hybrid format and brought together experts and practitioners, creating the conditions for the exchange of experiences and the development of cooperation in the Baltic Sea Region and Ukraine.
