This statement endorsed by the NDPHS Senior Representatives during the Partnership Annual Conference on 14 November 2025 in Vilnius, Lithuania, reaffirms a strengthened regional commitment to advancing mental health through coordinated, cross-sectoral policy action in the Baltic Sea Region. It highlights strategic initiatives that translate political priorities into sustainable cooperation, resilience-building, and long-term impact, including partnership with Ukraine.

This Strategy defines the Partnership’s direction, priorities, and framework for cooperation. The Strategy was revised and prolonged by the NDPHS Management Board on 21 October 2025.

The Oslo Declaration established the NDPHS in 2003. It describes the Partnership’s objectives, role, priorities, finances and structures.

The Political Declaration, adopted in 2006 by the European Union, Iceland, Norway and Russia, presents the basis for practical implementation of the Northern Dimension Policy.

The Host Country Agreement between the Government of Sweden and the NDPHS Secretariat details the immunities and privileges of the Secretariat and its staff.

The Manifesto “Connecting minds across the ages” commits the NDPHS to supporting the UN Decade of Healthy Ageing 2021-2030 and details the objectives for improving the health and wellbeing of the ageing populations.

The Prison Health Declaration presents the commitments that the NDPHS has made to work towards ensuring the same standard of health care that are available in the community and providing access to necessary healthcare services to prisoners without discrimination.

The NDPHS Declaration on Alcohol Policy details the regional challenges caused by harmful alcohol use and presents actions to address them within the Partnership.

The NDPHS Declaration on Antimicrobial Resistance acknowledges that AMR in micro-organisms is an increasing global health problem and a challenge to our societies. It presents the Partnership’s commitments for work to address the public health threats caused by AMR.

The NDPHS Statement on HIV/AIDS and tuberculosis renews the Partners’ commitment to develop and support effective country and regional responses to further improve the current HIV and tuberculosis situations and reduce their impacts on human lives, economy and society.

The Strategy on Health at Work acknowledges that healthy working-aged population with adequate social protection is the most critical factor behind the social and economic development of enterprises, communities and nations. The Strategy includes actions that the Partnership Annual Conference recommended taking in 2008-2011.
