SENIOR ADVISER POSITION AT THE NDPHS SECRETARIAT

General description of the NDPHS and the tasks and role of the NDPHS Secretariat

The Northern Dimension Partnership in Public Health and Social Well-being (NDPHS) consists of countries from the Baltic Sea Region and Northern Europe as well as several International Organisations. Our mission is to provide an inclusive transnational and cross-sectoral platform for knowledge exchange, health advocacy, and practical support to policy making.

The NDPHS Secretariat provides strategic, administrative, and communication support to the Partnership, and implements activities and projects that support the mission of the Partnership. The Secretariat is the main contact point and institutional memory of the Partnership.

The NDPHS Secretariat’s team includes the Director of the Secretariat, Senior Adviser, and project-based staff.

The NDPHS is looking for an experienced professional to fill the post of Senior Adviser at the NDPHS Secretariat from 1 March 2025.

Job description

The appointed Senior Adviser will assist and work under the supervision of the Director of the Secretariat.

Responsibilities

• Supporting the implementation of decisions taken by the governing bodies, such as the Partnership Annual Conference (PAC), the Meeting of the Parties (MP), the Committee of the Senior Representatives (CSR) and the CSR Chair, as well as the EU Strategy for the Baltic Sea Region (EUSBSR) Policy Area “Health” Steering Group (PA Health SG).
• Supporting the Director of the Secretariat and the CSR Chair in strategic matters, including preparing the NDPHS Strategy, Annual Workplans and Reports.
• Providing support in monitoring the overall progress and facilitating further development of the NDPHS and the Policy Area “Health” of the EU Strategy for the Baltic Sea Region.
• Developing strategic and political documents, reports, reviews, concept papers, communication material, etc.
• Providing support in arranging NDPHS events, which includes preparing meeting concepts, documents, minutes, and overseeing the process of the meeting preparation.

• Assisting in the planning, developing, and implementing of projects (including facilitating applications for funding and reporting).
• Fulfilling the task of mentoring staff members and interns as mandated by the Director.
• Other tasks, as required.

The position of Senior Advisor involves traveling to destinations in NDPHS Partner Countries and occasionally beyond.

Selection criteria

Considering that the NDPHS Secretariat has a broad portfolio of tasks and responsibilities, that need to be met by its small team, the ideal candidate will have the following profile:

• Advanced university degree in relevance to the NDPHS areas of work.
• At least seven years of professional experience of which some at the international level and/or a national level with links to the international processes on public health or social issues in the Baltic Sea Region and Northern Europe. Experience in facilitation and moderation of inter-governmental processes.
• Knowledge and good understanding of the NDPHS, as well as the ability to comprehend the work of the NDPHS Secretariat in the context of international relations and diplomacy.
• Very good coordination, networking, and organizational skills and experience.
• Experience in holding a multidisciplinary portfolio of tasks and duties.
• Reliable and able to work in an environment with challenging workload and deadlines. Available and flexible during highly demanding periods.
• Highly motivated and determined to achieve tangible results.
• Capacity to work independently and as part of a team.
• Strong communication skills.
• Excellent command of oral and written English with several years of practical experience. Excellent writing skills in English.
• Excellent team player who has a positive mindset, is curious, proactive, creative and demonstrates strong interpersonal and intercultural skills.

Terms of employment

Citizens of Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Sweden are eligible for this position.

The initial appointment for the Senior Adviser will be for five years and shall begin on 1 March 2025. The first six months is a probationary period.

The place of employment is Stockholm.

A competitive remuneration and allowances package is offered based on professional background and family situation. This package may be exempted from Swedish taxation depending on personal circumstances.

The NDPHS Secretariat will inform all applicants if they have been short-listed for interviews. The short-listed applicants will be invited for interviews held either at the NDPHS Secretariat premises in Stockholm or online. The interviews will conclude with a written test.

The successful candidate will be selected based on education, experience, motivation, personal characteristics, and best organizational fit.
